3.1.5 Purposes for Which Debt is Incurred

Public agencies may incur debt for a variety of purposes including the following:

  • Long-term financing of governmental facilities

  • Long-term financing of enterprise facilities

  • Interim financing of capital improvements

  • Cash flow and working capital financing

  • Development financing

  • Program financing

  • Financing for private parties (conduit financing)

  • Refunding of existing debt

In addition, some types of debt obligations do not fit into one or more of these categories because of how the debt is issued, among other factors.
